The landscape of the Indiana Department of Environmental Management (IDEM) and Indiana’s Excess Liability Trust Fund (ELTF) have changed and adapted many times over the past few decades.  Jason Lenz, CEO of Creek Run, gives insight into these changes and explains their unintended consequences that have affected different parties involved.  He states that “I had to convince clients 20 years ago to actively clean up their sites and seek reimbursement for eligible costs. Many of the clients that I dealt with were convinced the fund would not remain solvent.”
